LONESTARP3 Data Council & Why Some IBCs Provide Limited Value
Breakout Sessions
LONESTARP3 Data Council
Jacob Kirksey, Associate Professor, College of Education, Texas Tech University
Sam Boiser, Deputy Director of Policy and Advocacy, Educate Texas
Join us for updates and insights from the LONESTARP3 Data Council that launched in Spring 2025. The Council aims to increase the visibility of Texas P20W data systems and research, as well as support improvements to supporting tools and resources to enhance and accelerate education research. Council leads will share progress and invite feedback on their first collaborative product that looks at College Career and Military Readiness (CCMR) definitions and policy alignment, as well as cataloguing a list of established CCMR variables and publicly available data sets. This is a chance to learn how RP3 researchers and community partners are working together to increase the quality and use of Texas data.
Why Some IBCs Provide Limited Value (and Why Students are Earning them Anyway)
Matt Giani, Research Associate Professor, College of Liberal Arts, University of Texas at Austin
Join us for session showcasing findings from a multi-year, mixed-methods study examining the value of IBCs to students, educators, and schools. Deep dives into ERC data offers findings on IBCs that offer postsecondary education and employment benefits to students – and those with little or no positive relationships to postsecondary outcomes. Site visits, interviews, and focus groups with students, CTE teachers, and administrators provide insights on influences that lead schools and teachers to prioritize incentivizing student to earn IBCs. The study points to adjustments to existing Texas policy that links school funding to certification – and to school and district practices in response to that policy – to ensure these certificates offer meaningful benefits to students.
